Replying to
Bill,
According to the World Bowls site, the laws are reviewed every four years, synchronised with the running of the Commonwealth Games. This is known as the Crystal Mark edition. If there are no changes, then that cycle is simply skipped, as has happened several times. To cater for cultural and geographic differences, WBA allow each member nation to publish their own set of laws every two years.
On a wry note, observe that you can download the WBA rule book as a PDF for free, whereas you have to buy Bowls England's version.
